Ukrainian President Volodymyr Zelensky Asserts He Lacks Definitive Security Pledge from Allies
Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.
"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.
These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.
Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
The Russian government has not yet commented on the announcement made in the French capital.
President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "a vital part of our commitment to support Ukraine for the foreseeable future".
He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."
Zelensky hailed that agreement as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.
"However, until we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question cannot be answered. And even if they do, you still have to rely first and foremost on your inherent capabilities."
Persistent Challenges and Fighting
Negotiations in Paris were also significant owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Recently, the President indicated a peace deal was "ninety percent complete".
Questions of land and security guarantees have been at the forefront of unresolved issues for diplomats.
Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.
The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Moscow now holds about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
